| The Laogai Handbook, published bi-annually and now in its ninth edition, is the world's only independent and publicly available catalog of China's Laogai, the most extensive and covert network of forced labor camps in the world. This edition, which incorporates information uncovered through September 2006, identifies 1,045 camps in operation, and many others that have been dismantled, merged, or moved. Yet this number is only an estimate and most likely many more exist.
