The NPC, CPPCC and the Nanguo Scholar

Summary: There is a tale from the classic Han Fei Zi familiar to almost everyone in China: King Xuan of Qi enjoyed listening to 300 musicians playing together, and a scholar from Nanguo managed to insinuate himself into the group and draw a salary, even without knowing how to play a note. The present National People's Congress and Chinese People's Political Consultative Conference seem to have more than their share of Nanguo scholars!
