The NPC and CPPCC -- Symbols of "Power Sharing" and Political Ceremony

Summary: China's NPC and CPPCC are representative organs in name only. In fact, the annual sessions of these two bodies are simply a major political ceremony in China. The honorary title of delegate to these bodies is a political reward confered by the Chinese authorities on bureaucrats within the system or targets of the united front. The political function of the delegates is merely to play a supporting role in the performance during the annual session period. This "delegate" system under the Chinese Communist leadership, no matter how it is "improved," can never aspire to resemble the European parliaments or the U.S. Congress.
