An Analysis of the 11th NPC Session

Summary: If we allow each delegate six minutes to speak (taking into account the time taken up between speeches and by applause, actual speaking time would be about five minutes), that would require 17,922 minutes, or just under 300 hours. Allowing for an average eight-hour work day, 37.34 days would be required for all delegates to speak. Divided into a five-day work week, the session would require more than seven weeks. Is the current congressional session really adequate?
