"Three-handed Representatives" and Rubber-stamps

Summary: At present, delegates to the National People's Congress and the Chinese People's Political Consultative Conference are plagued with the image of "rubber stamps," and satirized as "three-handed representatives": shaking hands, clapping hands and raising hands. Changing this image will require delegates to take some initiative in liberating their thought, and starting with themselves, to sincerely reflect on the drawbacks to the present system and explore a new path into parliamentary reform for China.
